DR. CHEAP is in the forum
Ok here is my go around at doing a reline on a brake pad for my 654 it should go the same way for most models.
the belting is sold by the foot for $4.70 with shipping it was right at $8 and made it to my door in 2 days from order date.
To start with my brake pad lining came from Mc Master-Carr it is nice flexible material looks like it should work well.
below are links and part numbers copy and paste to find
http://www.mcmaster.com/# part # 6175k813 3/16" thick x 1 1/2' wide sold by the foot, metal free brake and clutch lining strips
i used a 2 part epoxy 5 minute setting type many brands of this are on the market
the width of the lining was correct, it cut to length very easy with a hack saw.
i used the brake drum to clamp it around to hold it in place as the glue set.
i will let you all know how it holds up in a day or so. but my first look at says it will do fine.

You can lead a horse to water but you can't make him drink.
