ok after much time this is where I am at went from loading up to not staring at all, back to loading up and no power two videos show . new to small motors but should a point spark move around or stay in same spot?

Spark moving around is fine, the gap is the more important thing. Carb adjustment may fix the surging, you want the low idle screw set for where it idles the highest, starting point is 1 1/2 tuns out from stop. There should be a place where if you start backing it out idle may go up, that's ok, after that there should be a place where idle starts to drop, then it's out too far so it needs to go back in a little. Idle screw is on the side, high speed is on the top.

a little update got it real close can now give full throttle without backfiring, still has a skip though. gonna recheck all gaps then if still there will try to fine tune carb.

You may need to set the high side of the carb, the top adjustment. I take my thumb and snap the throttle, if it stumbles any at all back the screw out 1/2 turn at a time till it stops stumbling on a snap. Best to set it when the engine is pretty warm or hot. :yes
